A man accused of shooting up the local Democratic National Committee office and displaying anti-democratic signs with razor blades and bags of white powder attached has been indicted by a grand jury on terrorism charges.

Prosecutors said they believed he was allegedly planning a “mass” event in Arizona. According to prosecutors, a search of his home turned up 120 weapons, 250,000 rounds of ammunition, a bulletproof vest and a grenade launcher.

Kelly is accused of shooting at Democratic offices three times between Sept. 16 and Oct. 6, according to Tempe police. He initially used a CO2-powered weapon, then switched to a .22-caliber firearm, according to Tempe police.

He fired more than 20 shots in three shootings, causing damage to the building late at night, according to the Maricopa County Attorney’s Office. Police were told Kelly may have been involved after photos were published of his vehicle, which was caught stealing Democratic Party signs in 2022.

On Monday, a grand jury indicted Kelly on one count of terrorism, three counts of discharging a firearm into a facility, three counts of unlawful discharge of a firearm and one count of criminal mischief, all felonies. He is currently being held on two $500,000 cash bonds.

The indictment does not appear to include charges related to signs police saw Kelly post in Ahwatukee near his home.

Last week, law enforcement officers watching Kelly saw him post signs that read “Dems Kill Jews,” “Dems Lie” and “Never Harris,” referring to Democratic presidential candidate Vice President Kamala Harris. Attached to the signs were razor blades and bags of white powder with the words “Biological Hazard” and “Fuck You!” Play silly games and win silly prizes! Guess the poison.

Kelly has been charged only with crimes related to the DNC office shootings, but could face additional charges stemming from the signs and gunpowder.

Kelly is represented by an attorney who uses the shooting range which Kelly also frequently visits and has he previously represented militia members. While first appearance last weekhis lawyer argued that Kelly was an “athlete” who owned “multiple firearms,” adding that they were all obtained legally.

The Arizona Mirror found a LinkedIn profile believed to be Kelly’s that said he worked for Honeywell. His lawyer said he was cleared to work on top secret status until 2020.

Kelly also posted baseless conspiracy theories on a Facebook page found by the Mirror. Back in 2014, Kelly amplified unmasked and racist “birth” – claims about former President Barack Obama.

On January 6, 2021, as rioters stormed the U.S. Capitol in an attempt to overturn former President Donald Trump’s election, Kelly changed his Facebook banner to the logo of “Stop The Steal,” a movement that pushed baseless claims around the 2020 election results.

He also frequently posted pro-gun memes, including an Islamophobic one, and his profile picture is a remake of the infamous photo of Kathy Griffin with Donald Trump’s severed head, but replaced with an image of Biden and with the caption “it’s still funny, right?”

The Department of Homeland Security has warned that election deniers have ties to the far right may try to bomb the drop boxes or commit other acts of violence in the coming weeks.

The probable cause affidavit against Kelly revealed that he is also under two separate federal investigations. Among the evidence uncovered by police are Google searches that Kelly allegedly conducted looking for the address of the DNC office. Police also noted that Kelly “possesses the finances and resources to conduct further acts of terrorism” and frequently travels across state lines.

The car, which Kelly’s attorney claimed did not belong to him, was found on Kelly’s property and covered with blankets. Police say he was recently cleared. Police also found two expired out-of-state license plates that were seen on the vehicle fleeing the scene.

Kelly also reportedly researched silencers and additional modifications to his weapons.

During the investigation, Tempe police found spent ammunition in Kelly’s garbage that matched the caliber of rounds fired at the DNC office.

Kelly is scheduled to appear in court this week.
