Eliú Sánchez says that at one point he saw a young man being carried away by the water: “He was lying on the roof of the car and it looked like he was trying to jump into another car, but he was carried away.

“I was told that people were holding on to the trees but the force forced them to let go and carry them away, calling for help.”

Another resident, Julian Ormeño, says he doesn’t think authorities have done enough to help.

“I didn’t see the police, the mayor or anyone else. Nobody came to show their face,” he says. “They raised the alarm when the water appeared. They no longer had to tell me a flood was coming.”
