Fugitive arrested at East Granby National Guard gate

EAST GRANBY, Conn. (WFSB) – A man who was cited by state police as a fugitive from justice was arrested at the security gate at an Air National Guard facility in East Granby.

Police identified the man as John Culpepper, 55, of East Hartford.

State police said they were dispatched to the facility’s gate on Rainbow Road around 11:40 a.m. Thursday

Troopers said Culpepper went to the base to inquire about renewing his military ID.

Air Guard personnel said they conducted a background check on Culpepper, during which it was discovered that he had an outstanding arrest warrant out of Escambia County, Florida, for a probation violation.

State police said they had verified whether the warrant was extraditable and confirmed to Florida authorities that they would take custody of Culpepper from Connecticut.

Culpepper was identified by a license in Connecticut and explained to troopers that he was aware of his charges in Florida but believed the case had been resolved.

Culpepper was then arrested and taken to the State Police barracks in Hartford. He was being considered for extradition arrest.

He was held on $250,000 bail and was scheduled to appear in Hartford Superior Court on Friday.
