FBI Special Agent Arrested on Sexual Assault Charges; detectives are looking for more victims

Montgomery County Police made an arrest special agent of the Federal Bureau of Investigation on charges of sexual assault.

Eduardo Valdivia, 40, of Gaithersburg, was arrested on Monday, November 25 by agents of the Special Victims Investigations Division (SVID).

Valdivia, an FBI special agent and tattoo parlor owner, faces multiple charges, including six counts of second-degree rape, two counts of fourth-degree criminal sexual conduct and eight counts of second-degree assault.

The charges stem from allegations made by two women who reported being raped at DC Fine Line Tattoos, located at 9800 Washingtonian Boulevard in Gaithersburg.

In October 2024, the first victim reported being assaulted by a man known as “Lalo Brown.” A second victim came forward in November and described a similar situation.

Both women said they were lured to the tattoo studio under the guise of a modeling opportunity with Exeter Models, believing they were communicating with a woman.

Detectives identified “Lalo Brown” as Valdivia, and both victims later identified him as their attacker.

Authorities are urging anyone with information or who may have been a victim of Valdivia to contact the Special Victims Investigations Unit at 240-773-5400.

Valdivia is currently being held at the Montgomery County Central Processing Unit awaiting a bond hearing.
