New York AG opens investigation into deadly Steuben County clash

The New York Attorney General’s Office of Special Investigations has opened an investigation into the death of Allan Hoad, who was fatally shot Oct. 21 following an encounter with law enforcement officers in Steuben County.

The incident began in the early morning hours of Oct. 21 when Steuben County Sheriff’s Office deputies responded to a 911 welfare check at a residence on Angel Road. Upon arrival, deputies and Corning Police Department officers encountered Hoad, who allegedly fired at them before retreating into the home.

Law enforcement conducted several hours of negotiations with Hoade, trying to convince him to surrender. Hoad eventually left the residence carrying what appeared to be a long gun and drove to the second location. According to initial reports, Hoad then allegedly drove his vehicle toward officers, colliding with a police vehicle. Officers fired their service weapons, hitting Hoad, who remained in his vehicle. Hoad was transported to a local hospital where he was pronounced dead. A shotgun was later recovered from Hoad’s vehicle.

Under Section 70-b of the New York Executive Law, OSI is required to investigate cases in which an officer’s actions may have resulted in the death of a civilian. The OSI investigation will examine the events leading up to the shooting to determine whether the officers’ actions contributed to Hoad’s death.
