There is “no indication” that Brianna Ghey’s killer posed a threat

The investigation is examining whether the risk to Brianna was foreseeable and whether Birchwood High School was an appropriate place for Jenkinson to manage, given her past behavior.

In a statement to the inquest on Friday, Birchwood High’s deputy head of school security, Angela Clark, said Culcheth High School described Jenkinson as “a good student who made a mistake.”

She said Birchwood High did not carry out a risk assessment of Jenkinson, who appeared “quiet and reserved”, because they believed her behavior did not suggest she posed a risk.

Fiona Cowan, Warrington Council’s director of child protection, said a review of the case found Jenkinson’s managed transfer from Culcheth to Birchwood was in line with Department for Education guidance but could have been more effective.

She recommended that future school relocations should be done using a multi-agency approach, not just schools, using information from mental health and other organizations.

The investigation has already revealed that in September 2022, while he was a student at Culcheth High School, Jenkinson gave a student candy containing cannabis, who became ill and was taken to hospital.

Jenkinson was later transferred to Birchwood High School, which was not told that the student who took the sweets was taken to hospital and was unaware that police had been contacted.
