“It’s almost hard to believe this complaint. “You couldn’t come up with this in Hollywood,” said Barry Phillips, commissioner of the Milwaukee County Circuit Court. “Yes, you are innocent until proven guilty, as your lawyer has stated, but I will note for the record that if your statements to the police are true, you have at least substantiated both charges against yourself since you allegedly admitted to sexual conduct with two children. You know it’s weird, after 32 years you’d think you’d seen it all. I’m talking about me, of course. And then something happens that lets you know that if you do this, I’ll probably never see the whole thing.”

The first allegation of sexual assault surfaced last week.

“First of all, the child is 13 years old,” Phillips said. – And you are 37 years old.

The complaint states that on November 18, Randolph encountered a runaway 13-year-old at a gas station at 50th and Lisbon. Prosecutors say he and another man sexually assaulted them at a nearby home around 46th and Lisbon.

Randolph then, they say, “locked” the girl in her grandmother’s basement on 95th Street and wouldn’t let her call her parents.

Prosecutors say the girl repeatedly said “no” and “stop.”

“She’s a runaway, you allegedly take her home, you allegedly try to have sex or you have sex, and then you allegedly take her to your grandmother’s house and lock her in the basement where you admit to trying to have sex several times,” Phillips said.

Then on Nov. 20, a family friend spotted the girl with a man at the same gas station where prosecutors say they met.

Family members then fought with Randolph in a video broadcast online. That’s when prosecutors say another victim saw the video and recognized Randolph.

The complaint said Randolph told investigators he believed the 13-year-old girl was 19 years old.

“A family comes in, takes out street justice, allegedly beats you up, and the video is broadcast on Facebook, and the person you allegedly had sex with as a child watches the video and says this is the man who raped me when I was a child. baby,” Phillips said. – You can’t make this up.

The complaint states that when the second victim was 5 years old and Randolph was 12, she lived with Randolph’s mother on 46th Street. She accuses him of committing sexual assault several times during the school year. That was 25 years ago.

“So now you’re not only accusing her of raping one child, but now you’re accusing her of raping two children,” Phillips said. “Wow.”

The complaint said Randolph told investigators he believed the 13-year-old girl was 19 years old.

Randolph will return to court in December.

At least one other man has been arrested on sexual assault charges in this case.
