Police arrested a 27-year-old man over reports of filming women on nights out.

Greater Manchester Police said a Bradford man was arrested on Wednesday morning on suspicion of stalking and harassment and is being questioned.

Police have launched an investigation into reports of women being followed, filmed and harassed Manchester downtown and said it discovered content available through a paywall that included upskirting and consensual nudity.

The spokesman said the arrest was believed to be the first in the country and was linked to videos on social media showing women spending evenings out, some in vulnerable situations.

Appeals for those influenced by the videos to come forward led to many women contacting police to explain the “fear” the video had caused, the spokesman added.

“It is important that we do not allow this behavior.”

Chief Inspector Stephen Wiggins said: “We have taken the public’s concerns on this issue really seriously and have been working hard with partners to assess all the circumstances and the courses of action available to us.

“This is a very new and complex issue, but it represents significant progress.

“Everyone has the right to feel safe on a night out and these films prevent people, especially women, from feeling that way, which is something we cannot tolerate.

“Filming in public places is legal, but if filming crosses the line into criminal offences, such as upskirting, stalking or harassment, it is important that we do not allow such behavior.”

He added: “Every Friday and Saturday around 60 officers patrol our city center hotspots, also with the support of partners, charities and volunteers.

“Together, we call attention to any behavior that appears predatory in nature, actively challenging such behavior and protecting anyone who is vulnerable.

“Especially as we enter one of the busiest times of the year, Christmas and New Year, I want to reassure the public that nightlife in Manchester city center is safe and they can expect us to take action against anyone who threatens it.”
