According to him, it was preferred to arrest Sawchak outside, but “in this case the suspect is a recluse and does not leave his house.”

Members of the City Council criticized MPD for handling the matter, expressing outrage at the department’s inability to protect the resident “from a clear, persistent, and widely reported threat posed by a neighbor.”

The Moturis have reported to police at least 19 incidents of vandalism, property damage, theft, harassment, hate speech and other verbal threats, including threats of assault, involving Sawchak since last fall – shortly after the couple moved in. Sawchak is white and Moturi is black.

Over the weekend, as frustration grew over the lack of resolution in the case, several additional council members issued statements demanding that MPD step in to make the arrest.

“Our police chief is hiding behind excuses and our mayor… is just hiding” – Councilmember Emily Koski wrote on X.

Less than two hours later from the scene unrelated fatal shooting at the O’Hara homeless camp found that his police failed to provide protection to Moturi and he apologized.
