Man charged with kidnapping 11-year-old girl in Clackamas County

A Clackamas County man is in jail after allegedly kidnapping an 11-year-old girl from an apartment complex early Monday morning.

Felipe Hernandez Martinez, 47, is accused of kidnapping the girl from the 4600 block of Southeast Roethe Road in unincorporated Clackamas County, according to the Clackamas County Sheriff’s Office.

The girl’s mother called 911 just before 2 a.m. and reported that an unknown man had picked up her daughter, put her in his truck and drove away.

The girl told officers she was walking near the apartments when the man grabbed her and put her in a red truck. She said he drove a short distance before stopping near several houses, where she fled and ran home. Immediately afterward, her mother called 911.

Officers found a red 1998 Ford F150 nearby and a man matching the girl’s description given at a nearby factory. After interviews and further investigation, Hernandez Martinez, who lives in unincorporated Milwaukee, was arrested.

He is charged with second-degree kidnapping, a felony, and harassment, a misdemeanor. Court records show he is being held in the Clackamas County Jail on $250,000 bail.

Court documents show Martinez’s next court date is set for December 3.

Police are asking anyone with information on this case or other behavior of Felipe Hernandez Martinez to contact the police commission. Sheriff’s Office Tip Line at 503-723-4949 and case reference number 24-024804.
