At Tuesday’s meeting, officials outlined steep fines and possible shutdowns for owners who fail to register their elevators and escalators by certain deadlines.

“Ensuring the safety and proper maintenance of elevators and escalators in high-rise buildings, shopping centers and offices is our top priority. The UP Act on elevators and escalators obliges us to enforce strict regulations. Landlords who delay registration or neglect safety measures will face heavy penalties, including potential demurrage,” said Manish Kumar Verma, district judge.

“These regulations are essential to public safety, and regular oversight will help keep all operators in the district accountable,” he added.

Officials claim that Art. Section 10 of the Act states that elevators and escalators already in use throughout the State must complete the registration process within six months of the Act’s enactment. If operators fail to meet this deadline, they face gradually increasing penalties.

Officials say that under the new guidelines, a delay of up to seven days will result in a fine of up to seven days 100 per day. A delay of 7 to 15 days will result in a fine 200 per day for the entire period and a delay of 15 to 30 days will attract 500 per day fine.

Where the delay exceeds 30 days, the authorities are entitled to immediately shut down the lift or escalator concerned, or face an additional penalty of 10,000. They added that re-surgery will be allowed only after fulfilling all regulatory requirements and paying the full penalty.

To be sure, the implementation of the Uttar Pradesh Lifts and Escalators Rules, 2024 came into force on September 25, 2024.

In addition, the act requires elevator and escalator operators to keep a log documenting all accidents. The logbook, under Rule 9, must be updated and made available to the county commission upon request for oversight purposes, officials say.

“These measures are crucial to hold operators accountable and protect residents and visitors at all facilities,” the DM said.

Earlier this month, the DM formed a five-member safety committee to monitor and check the safety and functioning of elevators and escalators in high-rise buildings in Gautam Budh Nagar.

The commission is tasked with conducting routine inspections, monitoring compliance with safety rules and submit quarterly reports on the condition of elevators and escalators in societies, shopping malls and commercial properties, officials say.
