An attack on a minor by a police superior sparks discussion

After being removed from his position as a supervising law enforcement officer after assaulting a minor, the deputy director of the Zhangyi Police Station in Guyuan’s Yuanzhou District in the Ningxia Autonomous Region, Hui, has become the subject of increased public discussion, the Yangtze Evening News reported.

On Friday afternoon, a man surnamed Wang led staff to the school after they received a call from a resident saying his child had been beaten by another student.

Two third-grade students reported that they were beaten by a sixth-grader named Ma.

Ma left the scene, so Wang and an auxiliary police officer went to search for him. When they found the boy, they kicked and punched him before taking him back to the teacher’s office to wait for his parents.

Following an investigation into the incident, the city’s public security office removed Wang from his position on Sunday.

According to a report by the Yangtze Evening News, many netizens expressed the opinion that Ma made a mistake, but Wang – a law enforcement officer – should not have beaten him. Others argued that because there is no legal punishment for underage perpetrators of violence, Wang was upholding justice and therefore his release was too harsh.

According to the report, some netizens sent silk banners to the police station in support of Wang.

An employee of a local advertising company told the news outlet that he had received orders for the banners from more than a dozen Internet users across the country and that the banners would be delivered to the police station the next day.

Commenting on the incident, criminal defense attorney Fu Jian, director of the Henan Zejin law firm, said Wang violated a law that prohibits police officers from beating others while on duty.

“The administrative punishment is in accordance with the law and regulations,” Fu said, adding that the Juvenile Delinquency Prevention Law stipulates that public security departments, in cooperation with the education and justice departments, can take appropriate corrective and educational measures in the case . minors who behave seriously.

“For students who repeatedly misbehave or engage in serious bullying, schools and education departments have the right to send the child to specialized schools. If a crime is committed, one should be prosecuted according to the law,” Fu said.
